COSTA MESA CERT TEAM 2019 ADVANCED TRAINING INFORMATION

Additional Information

You may begin any of the courses at any level at any time. Provide coordinator with documentation as you complete training courses. Keep all certifications for your records. Level changes on ID cards will be made in November. (Click here for PDF file)


A member in good standing with current Level identification and has participated during the current calendar may be eligible to respond in a disaster upon activation by the City of Costa Mesa and/or representatives from law, fire or emergency management. No self deployment or activation is allowed.


CERT Level I - BASIC

Requirements: Basic 20-hour FEMA model CERT program AND


  1. Incident Command System (IS100c) Online – (September new 2018 release)
  2. National Incident Management System (NIMS IS700b) (online courses- see enrollment information on page 2). These Independent Study (IS) courses can be completed online.
  3. CERT ID card, helmet and vest will be presented at proof of completion of these course and a signed Code of Conduct is received.
  4. Attend 6 monthly meetings or Annual Refresher


CERT Level 2 - INTERMEDIATE

Requirements: All of CERT Basic and the following:


  1. Shelter Fundamentals & Shelter Simulation AND
  2. Completion of a certified CPR and Basic First Aid Course AND
  3. Register for Shelter Courses at American Red Cross Orange County Chapter - 714-4815300 or START HERE -- -V2 or see https://tinyurl.com/Community-Partner-Entry-Point - www.redcross.org/ca/orange-county
  4. Any certified CPR or First Aid program will be accepted after review by the coordinator to meet the requirements.
  5. Attend 6 monthly meetings or Annual Refresher


CERT Level 3 - ADVANCED

Requirements: All CERT Basic and Intermediate courses and the following:FREE online courses:


  1. Introduction to Hazardous Materials – Independent Study Course #IS-5
  2. CERT Incident Command System –Independent Study Course # IS315.  *See information below for details on how to complete these courses through web based program.
  3. Volunteer Care – Annual Monthly meeting covering this topic                    AND
  4. Select 5 CMFD or CMPD hosted courses (offered based on availability of staff):

CERT Emergency Communications Module

CERT Tools for Leadership Success Module

Flood Response for CERT

CERT Firefighter Rehab

Traffic Safety Management

CERT Pandemic Response

            5. Attend 6 monthly meetings or Annual Refresher



ORANGE COUNTY MUTUAL AID CERT VOLUNTEER PROGRAM - CMAP


Requirements: all of Basic CERT Basic, a complete background check including fingerprints, and the following courses:


  1. CMAP – CERT Mutual Aid Training Module – Local jurisdiction coordinator class or training class in another city.
  2. Shelter Operations – American Red Cross (same courses as CERT Level II)
  3. IS 200b – Incident Command System – Field / Single Resource – Online
  4. CERT Incident Command System –Independent Study Course # IS315. Online
  5. Current CPR and First Aid Certification – must be renewed and current in subsequent years.
  6. Attend 6 monthly meetings or Annual Refresher


*Independent Study (IS) courses are designed for the adult learner and provide participants the ability to work at their own pace.
