Additional Information

You may begin any of the courses at any level at any time. Provide the coordinator with documentation as you complete training courses. Keep all certifications for your records. Level changes on ID cards will be made in November. 


A member in good standing with current Level identification and who has participated during the current calendar may be eligible to respond in a disaster upon activation by the City of Costa Mesa and/or representatives from law, fire, or emergency management. No self deployment or self activation is allowed.

CERT Volunteer Level III - Local Response Volunteer

Requirements: Basic 20-hour FEMA model CERT program 

AND

  • IS 100 –   Incident Command System 
  • IS 200 – Incident Command System – Field / Single Resource 
  • IS 700 – National Incident Management System
  • IS 800 – National Response Plan 

* Independent Study (IS) courses can be completed online. CERT ID card, helmet and vest will be provided as proof of completion

  • Attend 6 monthly meetings or Annual Refresher to remain on Active Volunteer List


*Independent Study (IS) courses are designed for the adult learner and allow participants to work at their own pace. There are no enrollment fees or charges. A student identification number is required.  Apply online at https://training.fema.gov/is/



CERT Volunteer Level II 

Requirements: All of CERT Basic and completion of the free American Red Cross courses: 

  • **Shelter Fundamentals      & Shelter Simulation AND

 ***Completion of a certified CPR/AED and Basic First Aid Course AND

  • Five classes from the list below

***Any certified CPR or First Aid program will be accepted after review by the coordinator to meet the requirements. 

Requirements: All CERT Level III and Select 5 CMFD or CMPD hosted courses (offered based on the availability of staff):

FREE Online or In-person Courses:

  • IS 5 – Introduction      to Hazardous Materials -Independent Study Course 
  • IS 315 –      CERT Incident Command System –Independent Study Course 
  • IS 26 – Points of Distribution      (PODS)
  • G606 – Introduction to Standardized      Emergency Management System (CSTI)
    • To locate the SEMS G606 Online Course:
    • Login at CSTI.ORG- you must create a profile to login
    • Navigate to Menu > CSTI Courses > Browse for Training or select the large yellow Browse Training button on the home page. 

                 Click the small computer icon (online course), on the left filter       menu. Click the Standardized Emergency Management System Introduction (SEMS G606) Online Course. Click Request. Click Launch

  • Volunteer Care – May Annual Monthly      meeting OR In-Person Training
  • CERT Animal Response I and II       
  • CERT Emergency Communications Module
  • CERT Tools for Leadership Success Module
  • Flood Response for CERT

§ CERT Rehab

§ Traffic Safety Management 

§ CERT Pandemic Response

§ Attend 6 monthly meetings or Annual Refresher to remain on the Active Volunteer List


CERT LEVEL I 

ORANGE COUNTY CERT MUTUAL AID VOLUNTEER PROGRAM 

Requirements: all of Basic CERT Level III, a complete background check including fingerprints, and the following courses:

  • CERT Mutual Aid Module – Local jurisdiction coordinator class or mutual aid training class in another OC city – 6 hours 
  • Shelter Operations – American Red Cross (same courses as CERT Level II)-8 hours
  • Current CPR/AED and First Aid Certification – must be renewed and current in subsequent years.
  • G606 Standardized Emergency Management Systems (SEMS) – Online/Self Study- CSTI - See instructions below
  • Reception and Care  Center 101 – OC Social Services course, local or offered in another OC city
  • FEMA National Qualifications Courses: 
    • IS 288 – Role of Voluntary Organizations
    • IS 505 - Religious and Cultural Literacy
    • IS 315 – CERT  Incident Command System
  • Attend 6  monthly meetings or Annual Refresher to remain on the Active Volunteer List
